1999 Highlights

POLICY
1999–AB 1059 Divided the certificate to teach ELs into two parts: the preliminary credential and the professional clear credential.
1999–AB 1116 Established the English Language Acquisition Program for grades 4-8, which required districts to conduct specified assessments, provide specified instructional programs, and coordinate services.
1999–California adopted the first English Language Development (ELD) Standards after the passage of AB 748 in 1997.
1999–SB 638 Established reclassification criteria and procedures to determine whether an EL is proficient in English to participate effectively with a curriculum designed for students whose native language is English.

PROGRAMMING
CABE programming focused on the annual conference, paraeducator conferences, building partnerships, legislative advocay, and providing support for bilingual programs.
